The first session of the Asia-Pacific Ministerial Conference on Housing and Urban Development was held under the heading of Housing and Human Settlement on December 16, 2006 in New Delhi. (Declaration attached in annex 1). While discussing the challenges and special issues of urban development in Asia-Pacific the Housing and Urban Development Ministers of 58 member country agreed to a number of commitments within the framework of the Millennium Development Goals. Furthermore the Islamic Republic of Iran was chosen to host the second session of the Conference.

Review of Financing and Investment for Endogenous Urban Development

My researches show that with 100 percents of dwellers, owners and right-holders participation in urban old fabrics and with fixed price of 2007-8, upgrading and rehabilitation of each hectare of urban land costs at least 10 USD Million in form of new investment. If we multiply this figure in total area of urban old fabrics of Iran, the result would be astonishing. Financing for such interventions is of great importance and difficulty. It is obvious that this goal could not be achieved through traditional methods, thus the issue of financing and investment in upgrading and rehabilitation of old urban fabrics should be addressed deeply and alternatively. Noticeable subjects are raised in this chapter, which could help financial innovations and recognition of dimensions of financial management for upgrading and rehabilitating urban old fabrics...

Introduction

During the last two decades, population in Iran has dramatically changed from 49.4 million in 1986 to 70.4 million in 2006. The growth of urbanization has also been very fast. Between 1976 and 2006 urban population increased from 47 percent to 68.4 percent. Urban sprawl was the physical manifestation of this population change. Population movement in the historic cores and the abandonment of major parts of city centers, the formation and growth of informal settlements at the periphery of capital cities and the creation of poor areas around villages which merged into the newly expanded cities created a number of social, physical and economic problems and disparities.
